National Tsing Hua University College of Education Mandarin Proficiency Enhancement Subsidy Regulations for International Students

Approved at the 1st Faculty Meeting for Academic Year 2024 Spring on March 24, 2025

Article 1.          Purpose

In accordance with the Ministry of Education's Higher Education Sprout Project (Phase II) – Special Chapter on Internationalization Administrative Support System, which promotes learning support for international students and assists them in staying in Taiwan for employment after graduation, the National Tsing Hua University College of Education Mandarin Proficiency Enhancement Subsidy Regulations for International Students have been established. This subsidy aims to encourage international students to obtain a Test of Chinese as a Foreign Language (TOCFL) certificate at Advanced Level or above to strengthen their Mandarin proficiency for daily life in Taiwan and future career opportunities.

Article 2.          Eligibility

All international students officially enrolled in the College of Education (excluding exchange students) are eligible to apply.

Article 3.          Subsidy Amount

The subsidy is funded by the Higher Education Sprout Project of the Ministry of Education, with the following provisions:

  1. Students who enroll in and pass Mandarin language courses at NTHU may apply for a tuition subsidy based on the actual fee amount. Each student may apply only once per academic year. The maximum subsidy amount is NT$12,000 per academic year.
  2. Students who take the TOCFL test and pass at an advanced level or higher may apply for a reimbursement of the examination fee based on the actual test fee amount. Each student may apply for reimbursement only once per academic year for the same test level.

Article 4.          Explanation of Funding

The subsidy is funded by the Ministry of Education’s Higher Education Sprout Project. Depending on the availability of funding for the year, the College may announce an early termination of the subsidy program and stop accepting applications.

Article 5.          Application Period

The application period will be announced by the College of Education.

Article 6.          Required Documents for Application. Applicants must submit the following documents:

  1. Proof of payment for the current academic year.
  2. For Mandarin course subsidies: A learning progress report must be submitted.
  3. For TOCFL exam fee reimbursement: A TOCFL score report must be submitted.

Article 7.          Selection and Approval Process

Subsidies will be granted on a first-come, first-served basis, based on the order of complete document submission.

Article 8.          These regulations shall be implemented upon approval by the College Affairs Meeting and final authorization by the Dean.
